to perform a hard shutdown on a big-ip system, the system must be rebooted into the maintenance operating system (mos), and then the system control center (scc) must be run. the administrator should then perform the reboot of the big-ip system into mos (using'mosreboot'). note that you will need video console access (for ve systems) or serial console access (for hardware systems) to be able to run'shutdown' or'reboot' the system into a regular big-ip boot location.
